I saw my friends pictures online using his Canon XS and his pictures had a much better quality than my 40d?
So I was wondering if there is a huge difference in picture quality of the 40D and T1i if I am using the same EFS 18-55 IS lens?

The very same scene? Taken at the same time? They should be almost the same.
any photo on a digital SLR is 10% camera body, 20% lens, 30% photographer and 40% lighting
you may argue with the actual numbers I have used but it is just intended to illustrate the general idea.
to compare the 2 bodies then you have to take an identical scene at the same time with the same lens at the same ISO the same exposure and the same focal length.
I would suggest that with the T1i 15 megapixel vs the 40D 10 megapixel the T1i would be slightly better.
The advantage of the 40D over the 3digit (400, 450, 500 550D) series is in the build quality – the 40D has a metal body and is more robust than the plastic body 3 digit series.
